Step 1: Go to grad school, preferably one without free printing.
Step 2: Print all your reading two sheets to a printed page and double-sided to save money. If you're really poor, try four to a page.
Step 3: Read.

Lose $15 billion on your endowment, the free printing goes away. Try the $20 reading glasses at the drug store, see if they help. Report on your results at Cheapness Studies. dave.s.
There is free printing You should have a free balance of like $20 for the whole year (whopping, I know) at the Science Center computer lab only. Perhaps this has changed, but I doubt it.
Also, bear in mind there are differences in costs across libraries, so if you are printing out 200 page pieces it can be worth it to find the cheap ones.

Hum III: I have since been informed of a free 500 page allowance in the gov building. How to access this though is still a mystery.
